The most productive passer on the roster and the clearest draft case on it — Hoover enters 2026 as the active FBS career passing-yards leader at 9,629 with back-to-back seasons north of 3,400 yards and near 30 touchdowns, plus 31 consecutive starts. He's a high-volume Power-conference operator who processes fast and gets the ball out on schedule, and the TCU tape shows a passer comfortable carrying an offense on his arm. However, the projection is developmental, not headline: the 13 interceptions in 2025 are part of a turnover habit that shadows the yardage, and the physical traits grade as average rather than the kind that force a room to reach. The resume outruns the tape. A proven, durable, high-volume starter graded carefully as a likely late-Day-3/UDFA arm — the production floor is real, the ceiling capped by the picks and the tools.
