Scouting Notes

A 6-5, 239-pound receiver with sub-4.3 wheels — a genuine physical outlier whose measurables read like a create-a-player. Harbor trended up in 2025 (30 catches, 618 yards, six scores) and the traits alone put him on Day 2/3 boards for 2027, with breakout upside every time he is targeted downfield. However, the production has never matched the hype: three seasons in, the catch and yardage totals stay modest for a player billed as a matchup nightmare, and the route nuance and consistent hands have to close the gap between athlete and receiver. The number that matters is target share and contested-catch rate under a new play-caller who wants him involved. This grade is more traits than tape, and it says so plainly — the ceiling is a rare size-speed weapon, the floor a workout marvel whose production never arrives. A real breakout year is what turns the tools into a draft grade.
